A Florida commission says there is probable cause that the mayor of Kissimmee benefited from city grants to her business or her family’s business.

The Florida Commission on Ethics found probable cause that businesses belonging to Mayor Jackie Espinosa or her family received a combined $50,000 in grants through the city’s BOOST 2.0 grant program, which used federal COVID-19 relief money to assist Kissimmee businesses.

Espinosa voted to fund and expand the program, according to a court-appointed special prosecutor, but never disclosed her own financial interest.

A finding of probable cause does not mean Espinosa will be charged with a crime.

Espinosa survived an impeachment trial attempt last month after Kissimmee city commissioners deadlocked on whether to move forward.
